Larry Cote is a partner with Quarles & Brady and previously served as Associate Chief Counsel for the ’DEA’s Diversion and Regulatory Litigation Section. In that capacity, he was the DEA’s legal advisor on issues related to the diversion of legally produced controlled substances and listed chemicals into illegitimate channels. Larry managed 14 attorneys, who were responsible for representing the DEA in administrative hearings regarding the revocation or denial of DEA registrations for physicians, pharmacies, manufacturers, distributors, importers and exporters to handle controlled substances or listed chemicals; the suspension of international shipments of listed chemicals; and the scheduling of controlled substances. Larry also advised federal and state law enforcement and regulatory agencies and prosecutors on a wide range of investigative and prosecutorial topics arising under the Controlled Substances Act and was responsible for reviewing legislative and regulatory amendments, and providing legal advice on policy issues that affect the DEA’s enforcement authority under the Controlled Substances Act. Larry has substantial experience in DEA enforcement actions, DEA compliance, litigation, government investigations, internal investigations and administrative law.
Prior to joining DEA, Larry was a Trial Attorney in the Civil Division, United States Department of Justice (DOJ) and an Associate General Counsel at the Executive Office for Immigration Review, DOJ. Larry also currently serves as a Major in the Judge Advocate General’s Corps, United States Army Reserve.
D. Linden Barber is the Director of DEA Compliance Operations with Quarles & Brady. Prior to joining the firm, Linden served for 11 years in a variety of positions at the DEA. He was an attorney in the Diversion Regulatory and Policy Section, Associate Chief Counsel for the Diversion Litigation Section (from 2006–2010) and most recently piloted the DEA’s Regional Diversion Counsel program as the first DEA attorney assigned to a field office, handling cases involving DEA registrants. Prior to joining the DEA, Linden was an active-duty Army judge advocate for eight years. Linden has substantial experience in DEA enforcement actions, DEA compliance, litigation, government investigations, internal investigations and administrative law.
